Scott A. Smith

Scott A. Smith is a licensed Professional Engineer and Surveyor with over 38 years of experience in civil engineering, public works leadership, and infrastructure resilience. He currently serves as the Coastal Resilience Engineer for the City of Hampton, Virginia, where he leads implementation of the Resilient Hampton Initiative. In this role, Scott manages complex, multi-disciplinary projects focused on stormwater management, flood protection, and climate adaptation.

Previously, Scott held senior engineering and management positions with the City of Norfolk, where he oversaw major flood mitigation efforts, including the $120M Ohio Creek NDRC project. His efforts have secured more than $53 million in grant funding for resilient infrastructure in Hampton and earned him national recognition, including the 2022 APWA Top Ten Public Works Leader of the Year and the 2024 VWEA SPLASH Award.

Scott holds a Master of Public Administration from Old Dominion University and a Bachelor of Science in Civil Engineering from Florida Institute of Technology. He is also a Certified Public Works Professional in Management (CPWP-M) and actively contributes to the American Public Works Association and the Mid-Atlantic Public Works Institute.
