Kyle Spencer
Kyle Spencer serves as Norfolk’s Chief Resilience Officer, a position he has held for the past four years. He joined the Resilience Office in 2018 as Deputy Resilience Officer and has spent the past 19 years working to strengthen Norfolk’s resilience, both as a consultant and as a technology leader within the city.
In his current role, Kyle leads the implementation of the City’s Resilience Strategy, managing complex projects in water management, environmental planning, urban development, and smart city initiatives. He collaborates with regional partners, supports university research, and develops innovative business solutions, turning Norfolk into a living coastal community laboratory.
Kyle’s work has been featured in The Wall Street Journal, The Washington Post, NPR’s Marketplace, and The Weather Channel. He is a certified GIS Professional and a Certified Floodplain Manager.
