Jay Bernas

Jay Bernas, P.E. is General Manager and CEO of the Hampton Roads Sanitation District (HRSD), the regional wastewater authority serving 1.9 million people across twenty cities and counties in Eastern Virginia. He previously served as HRSD’s Chief Financial Officer and Chief of Planning and Analysis. Jay holds degrees in Civil Engineering from Old Dominion University and an MBA from William & Mary. He serves on the $3.9 billion Virginia Investment Pool Board of Trustees and the NACWA Board of Directors.   He also served on the Virginia Beach Planning Commission, chairing the body during his final two years.
