Currently, Greg serves as the Chief Resilience Officer (CRO) for the Commonwealth of Virginia.  In this role, Greg engages Virginia agencies, to foster coordination and collaboration in all-hazard resilience.  He also engages with the public, localities, regional, state and federal partners to enable cross-sector dialogue and informed resilience decision-making.  He convenes and chairs the Interagency Resilience Management Team, with a mission to provide more efficient and effective resilience program planning and implementation across the Commonwealth. 

Prior to serving as the Chief Resilience Officer, Greg served as the Director of the Engineer Directorate within the G-1/4/9 at the US Army Headquarters Training and Doctrine Command (TRADOC), a 4-Star Army Major 

Command. In this position, Greg served as the senior engineer and advisor to the Deputy Chief of Staff G1/4/9 on all infrastructure issues within TRADOC.  

Prior to serving at HQ TRADOC, Greg served as the Chief of the Water Resources Division (WRD), U.S. Army Corps of Engineers, Norfolk District. In this role, Greg served as the senior advisor to the Commander on areas encompassing the water resources challenges and needs within the District area of responsibility, including the Norfolk District’s Planning, Operations and Regulatory Programs. He also served as a liaison with the District’s Congressional interests and State and Local representatives.  

Prior to serving as the Chief of WRD, Greg served as the Chief of Planning and Policy Branch within WRD. He was responsible for the District’s Civil Works Planning program, with studies ranging from Deep Draft Navigation for the Port of Hampton Roads, Aquatic Ecosystem Restoration of the lower Chesapeake Bay and its tributaries, and Coastal Storm and Flood Risk Management studies for the vulnerable eastern coastal area of Virginia.  

Prior to being the Chief of Planning and Policy at the Norfolk District, Greg served as the Assistant for Water Resources Planning within the Office of the Assistant Secretary of the Army for Civil Works (OASACW). Greg was responsible for reviewing Corps of Engineers decision documents and providing recommendations to the ASA(CW) on any required actions, as well as defending decision documents with the Office of Management and Budget (OMB) to seek Administration clearance for transmittal to Congress.  

Prior to working for the ASA(CW), Greg served in numerous technical roles at Norfolk District. Greg earned a Bachelor of Science in Civil Engineering from Old Dominion University, Norfolk, Virginia. He is a licensed 

Professional Engineer in the Commonwealth of Virginia and a USACE Water Resources Certified Planner.
